No you cannot. You can sell your PS3 and buy a PS4. Some of the newer game discs for PS3 come with an upgrade code for PS4. You can download that version from PSN in your PS4 after the upgrade.
Long version: PS3 and PS4 have different architecture. PS3 uses a cell processor while PS4 uses a modified APU from AMD. This means that the socket on the motherboard would be different. On wait! motherboard does not have a socket. The processor is bolted on to the motherboard. This means that you cannot upgrade the motherboard and chip separately either.
Then there is the issue of game code being optimized for the exact processor. Game developers know the exact specs of the system so everything is highly optimized to run on those specific hardware and architecture. Changing components could lead to issues.
Now let us say you figured out a way to work around all these issues, you would still not be able to buy the required motherboard and APU from the market. As I mentioned the APU has been modified for PS4.
So to sum it up you cannot upgrade your PS3 to an PS4 without buying a PS4.
